A brutal murder of a 15-year-old girl in Southern Germany has placed the country's open-door immigration policy under intense scrutiny. In addition, a new government-sponsored study found that violent crime rose in one state by 10 percent in two years, with 92 percent of the increase attributed to young male migrants. Special correspondent Malcolm Brabant reports on the political fallout.
Burglaries are on the rise in Germany, but few of the cases are solved. Heike Schröder and Silvio Baumgart from Berlin's crime prevention squad are part of a rapid-response unit. They hope to improve the statistics. There are six crime-scene units in Berlin. If a burglary is reported, the unit's officers are always the first on the scene. It's their job to look for evidence and interview the victims. The information might also help solve other cases, because a repeat offender could be involved. The number of break-ins is high, so the police are under pressure. At present, there are 170,000 burglaries in Germany a year but just 15-percent of those cases are solved. At least seven people have been killed and several more injured in a shooting at a Jehovah's Witness meeting hall in the German city of Hamburg. Police say the gunman acted alone in Thursday's attack, and is thought to be dead, with "no reliable information on the motive", although it has been reported he is a former member of the religious community. Violent and racist crimes are on the up in Germany, according to official statistics on politically motivated crimes. Crimes by right-wing extremists hit their highest levels since records began in 2001. Germany's Interior Minister Horst Seehofer presented the official statistics for politically motivated crimes committed in 2020 on Tuesday. The minister expressed concerns over increasing incidences of politically motivated crimes, especially those carried out by right-wing extremists, such as the murder of 11 young people with immigrant heritage in the city of Hanau in February last year. "Politically motivated crimes are increasing significantly," Seehofer said, adding that 8.5% more cases were recorded in 2020 over the previous year. The data is very "concerning" because it represents a dangerous trend, despite only representing around 1% of all crimes, he added. Germany has a much lower crime rate and fewer people in prison than the United States. How does Germany do that? Is it because their prisons are different than ours? Is there anything we could learn from them? Find out. District Attorney Rosen is an experienced prosecutor and a recognized leader in criminal justice reform. His mission for the Santa Clara County District Attorney's Office is to vigorously pursue justice in a way that is fair and treats everyone with respect. His core values are service, hard work, transparency and integrity. Since arriving in the Bay Area, Mr. Rosen has been active in the community. He served as president of a large synagogue, taught trial advocacy at Santa Clara University Law School and trained police officers in report-writing. The German government has released new figures showing that the number of anti-Semitic crimes committed has risen by almost 10 percent over the past year. Violent attacks are up by more than 60 percent, with 62 incidents recorded. "I was born in Germany. German is my mother tongue. I was in Africa just once in my life - on a package holiday,” says Konrad Erben, a student in Jena. Nevertheless, many people insist Erben can’t be German because he is Black. But Afro-Germans have been living in Germany for a long time. Hundreds came from German colonies during the Imperial period. Some appeared in spectacles known as "Völkerschauen.” Others came to get an education. Mandenga Diek was the first African to become a German citizen in 1896. A successful salesman, he campaigned for civil rights with an organization called the "Afrikanischer Hilfsverein.” It marked the beginning of an organization for the Black community in Germany. During the Nazi period, Afro-Germans were misused in propaganda films. For example, they played alongside Heinz Rühmann in the film "Quax in Africa.” Many were also subject to forced sterilization and imprisoned in concentration camps. After World War II, black US troops had relationships with German women in occupied Germany. Their children were put up for adoption in the United States. Those who remained were marginalized by racists daily. A former member of the German national soccer team, Erwin Kostedde, recalls his experiences in this film. Gabriela Willbold became the first black child to attend school in Cottbus. She took the anti-racist assertions of Communist East Germany literally and refused to tolerate any discrimination. In "Black and German,” four generations of men and women speak of their moving, rousing and proud history. Police have reported several people were killed and a number of others injured in a deadly shooting in Hamburg in northern Germany. The incident was reported to have taken place at a Jehovah's Witness hall. Police deployed special security forces to the area. The shooting occurred in a district of the city called Alsterdorf. Police said the background and potential motive behind the shooting during a Jehovah's Witnesses event were unclear. "We have no indications of a perpetrator on the run," a police spokesperson said at the scene. They said there are "indications that a perpetrator may have been in the building and may be even among the dead." New Year's celebrations in Germany was marred by attacks against firefighters, the police and other emergency service staff. Berlin’s fire department reported 38 separate incidents, including 14 cases where fire trucks were supposedly "lured into ambushes". The police also said that it detained more than 100 people for arson offences. Germany reported that attackers used fireworks and beer crates to target fire trucks. 33 police officers and 15 emergency responders were injured in Berlin due to the violence on January 1. Germany has vowed to crack down on people responsible for violence around the weekend’s New Year celebrations. Assaults on police officers are on the rise in Germany. Could bodycams have a deescalating effect? The small wearable video cameras can record attacks on police as well as police use of force. They provide evidence – but do they prevent violence? Officers are authorized to turn on their bodycams when faced with a threat of violence in a public place. They are also required to inform any member of the public that they are being filmed. Most German federal states have already begun using bodycams for police - much to the dismay of data protection experts and activists, who say this threatens the fundamental right to data privacy. Police counter that bodycams have proven very effective in deescalating violent assaults. Their footage is also useful evidence in court. In return, the bodycam also makes it possible to monitor the behavior of police officers. We accompany two police officers on patrol in Mainz. A report by Robert Heller. U.S. President Donald Trump has blamed migrants in Europe for violently changing the culture and rise in crime in Germany. In a series of Twitter posts, Trump has claimed that Germany's leaders are losing public support over the migration issue. At the same time, President Trump is trying to defend his own administration's widely criticised policy on illegal immigration. Contrary to Trump's assertion, figures show that crime levels have fallen in Germany. Last month the country's internal ministry reported that criminal offenses totalled 5.76 million in 2017 the lowest crime rate recorded in Germany in more than 30 years.
